Dom D. Dahmdan, the mob boss from Stanhope, and his crew—including his moll, Trixie DeLighte, and his enforcer, Boobles D. Henchman—have come to town to collaborate with community leaders to turn this project into a reality. The Don and his mob organization are in dire need of a home run as their gambling empire is crumbling. Naturally, Mayor Fred Flipflappah cannot make up his mind and hasn't made an actual decision in many years. The Mayor's ambitious and anal-retentive Chief of Staff, Jean Gordon Piddley, is thrilled that his job could finally be exciting; he builds toy boats in his spare time. The Chamber President, Suzie Sunshayne, believes the project will create jobs and bring prosperity to Jewell.
